Utility Is Liable in Ash Spill

The Tennessee Valley Authority is liable for damages from a wave of toxic coal ash that destroyed homes and polluted waterways near Kingston, Tenn., just before Christmas 2008, a federal judge in Knoxville ruled Thursday.
The spill occurred after a dike failed at a pool holding waste from the utility's coal-burning power plant, sending more than a billion gallons of wet coal ash into nearby rivers and covering about 300 acres with toxic sludge.
