TVA operates some of the largest and dirtiest coal plants in the country, and cleaning them up is expensive. But it is completely inaccurate and I think misleading for TVA to say this rate increase is due entirely to the Clean Air Act when they are spending just as much to repair the Browns Ferry Nuclear Plant
