TVA may build gas-fired power plant in Tullahoma

In this mention

TVA proposes building its first new baseload natural gas-fired power plant in nearly three decades at the Arnold Engineering Development Center in Tullahoma, Tennessee, a $300 million facility expected to begin operation in 2004. Dr. Stephen Smith of the Southern Alliance for Clean Energy applauds TVA's shift toward cleaner-burning natural gas but criticizes the utility's focus on building new capacity rather than promoting energy efficiency, noting that Tennessee residents consume over 40 percent more electricity than the national average.

TVA is chasing demand and they are falling behind. You can rush out there and build, build, build or you can try to encourage some reasonable efficiency to help avoid the staggering costs of adding more capacity.
