TVA can't make use of energy bill incentives

The Energy Policy Act of 2003, passed by the U.S. House, includes a provision to expand TVA's board from three to nine members but offers little else of direct benefit to the federal utility, which cannot use tax incentives because it doesn't pay taxes. Stephen Smith of the Southern Alliance for Clean Energy criticized the bill for failing to require utilities to use more renewable power and for prioritizing fossil fuel and nuclear interests over clean air and consumer protections.

Large coal, gas and nuclear interests have had their way in Congress. Clean air, public safety and consumer protections have been absolutely neglected in this bill.
