South Carolina regulators about-face, reverse earlier decision on Dominion PURPA rates

The South Carolina Public Service Commission reversed its December decision on Dominion Energy's PURPA compensation rates, raising rates for independent solar providers after environmental groups including SACE filed petitions to rehear the case. The new tiered rates range from $27.51–$32.52/MWh, and the integration charge was reduced from $2.29/MWh to $0.96/MWh, though contract terms remain under discussion. SACE's Solar Program Director Bryan Jacob expressed cautious optimism about the outcome, noting the revised integration charge is closer to the organization's advocacy position.

The variable integration charge is a component where [SACE and CCL] had argued for zero variable integration charge until one could be transparently and definitively decided upon. The way they originally ruled it, it was around $2.29/MWh. Now this, the $0.96/MWh, even though we wanted zero, is within striking distance and it'll be moved up or moved down as the actual costs are refined over time
