South Carolina raises rates Dominion must pay to solar providers, reversing earlier decision

South Carolina regulators unanimously voted to raise the avoided-cost rates Dominion Energy must pay independent solar providers from $21.43/MWh to between $27.51–$32.52/MWh, reversing a November 2019 decision. SACE Solar Program Director Bryan Jacob argued the original ruling conflicted with the state's Energy Freedom Act and would have been devastating to the solar industry. The commission also set an interim integration charge of $0.96/MWh and voted to increase solar's generation capacity valuation from 4% to 11.8%.
And then came this administrative ruling that seemed to be in direct conflict with that.
