TVA staff is recommending approval of a land swap with developer John Thornton for a 700-home residential community near Chattanooga. Stephen Smith, executive director of the Southern Alliance for Clean Energy, comments that while the swap has merit, the board is likely to approve the staff recommendation. The proposal faces opposition from American Indian groups concerned about cultural preservation.

If the staff has bought off on it, I would find it very unlikely that the board would split on it. There is some merit in what Thornton is doing in trying to make an effort to offset the development. He is putting together a package that may be of great value archeologically and culturally. Thornton's going to give more land and, some would argue, land of greater value.
