FPL to try solar power in South Florida

In this mention

Florida Power & Light announces plans to build a 150-kilowatt solar energy facility in South Florida as part of its Sunshine Energy program, which allows customers to pay an extra fee to support renewable energy. Stephen Smith, executive director of the Southern Alliance for Clean Energy, criticizes voluntary renewable energy programs as insufficient, arguing that mandatory renewable energy requirements are necessary to make renewable energy a substantial part of the nation's power supply, though he praises FPL's initiative as a step in the right direction.

What they've offered up in their place are these voluntary programs. The utilities love these programs because it's no sweat off their back and tend to be great PR at no cost to the company. Customers have to be savvy and realize these cannot be replacements for mandatory programs.
