South Carolina regulators rejected Duke Energy's integrated resource plan as analytically flawed and tilted against renewables, while a GOP-backed bill in North Carolina that critics say represents Duke's wish list faced strong opposition from the state's Democratic governor, environmentalists, and consumer groups including SACE. SACE director of utility reform Maggie Shober criticized provisions in the North Carolina bill that would shift resource decisions from regulatory oversight to legislation, calling it poor policy.
Such provisions are more properly addressed by the NCUC through IRP reviews, and bashing them into legislation is poor policy
